CHALLENGE

The Bernardston Community Solar Project stands out as a critical initiative designed to serve low-income communities under Massachusetts’ SMART (Solar Massachusetts Renewable Target) Program. By requiring at least 50% of subscribers to qualify as low-income households and guaranteeing these subscribers a minimum savings of 10% on their energy bills, the project exemplifies how renewable energy can drive both sustainability and equity. 

SOLUTION

The SMART Program incentivizes solar energy development by providing guaranteed supplemental payments to system owners, based on the electricity generated by community solar projects or behind-the-meter systems. These payments, distributed by utilities, complement the revenue from subscriber energy payments, ensuring financial viability for system operators while delivering savings to participants. 


Situated in Franklin County, Massachusetts, the Bernardston project is interconnected to the Eversource distribution system. Pacifico acquired the land for the project in 2022, and it began commercial operations in December 2024.


Community solar projects under SMART enjoy a 20-year eligibility term, offering long-term benefits to local communities.

RESULTS

The Bernardston Community Solar Project is a shining example of how renewable energy can be made accessible to underserved populations. By providing clean energy and guaranteed savings to low-income households, the project fosters energy equity while supporting Massachusetts’ ambitious clean energy goals. 


Eligible to participate in the community solar program through a Statement of Qualification from the Massachusetts Department of Energy Resources, Bernardston is a testament to the power of inclusive, sustainable energy solutions.


With its commitment to affordability, sustainability, and grid reliability, Bernardston is more than just a solar project—it’s a model for empowering communities through innovative clean energy initiatives.
